I've used Printshop Deluxe for Macintosh in the past to create my business cards; it works well, and comes with the forms pre-configured.

I'd also recommend using non-perforated cards; the perforated kind scream "cheap and cheezy"; search for the perforation-free sort of business card print stock (normally in letter-size sheets).

As for graphic design tools, one may use Inkscape or NeoOffice (or OpenOffice) instead, and save several hundred dollars, as well as contributing to the free software movement.
